BEIJING, Feb. 27 (Xinhua) -- The Supreme People's Court (SPC) issued a new plan on Wednesday for judicial reform from 2019 to 2023.

The five-year plan contains 65 reform measures in 10 areas, including strengthening the Party's leadership within the court system and improving the building of modern smart courts.

To serve a higher level of reform and opening-up, the SPC pledged to build a one-stop platform for settling disputes in international commerce and to improve the judicial assistance system in civil and commercial matters with the Hong Kong Special Administrative Region and Macao Special Administrative Region.

Reforms should also be deepened to adequately separate the jurisdiction system from the administrative divisions, according to the document.

To promote judicial transparency, it calls for enhanced disclosure of litigation procedural information to parties and their legal representatives, live streaming of highly attended trials, and online publication of judgments and follow-up enforcement information of judgments.

The SPC also pledged to improve a mobile e-litigation platform, which will be expanded to cover all courts in providing online case filing, online payment and the digital delivery of court documents.

In addition, revisions to the Civil Litigation Law will also be pushed forward to facilitate the e-litigation, said the SPC.
